    I think you can help them, its just that "helping" them isnt necessarily getting them off drugs right away, a lot of it will providing less deadly alternatives, like methadone and sanitary needles. Replacing one addiction with another might be the best option, but there will definitely be a set of people who think that is essentially rewarding them in some way. Maybe its not ideal to be doing that in the street, but where else can you do it without building public health infrastructure to support that?

    Many valid points here. We know that enabling addicts doesn't help them. But I also think incarcerating drug use can be used to lock up homeless people because people don't want to see them or deal with them. Also, the ones who are self medicating because they suffer from mental illness are going to need mental health counseling.

    I will agree with you here, I’d much prefer methadone, or some other comparatively safer substitute. Hell I’d be ok with clinical use of more pure after opiates / methamphetamines in the clinical or supervised rehabilitation. But whatever the case there should be intervention sooner than later.

    The best places provide “dual diagnosis” therapy, they combine addiction treatment, mental health counseling and medical medication management. They are expensive but probably higher success rate.
