To be clear, Oregon decriminalized possession of small amounts of certain hard drugs. In other words, it’s a citation like a traffic violation for users. The hard drugs are not legal nor are dealers or drug makers operating in the decriminalized realm.
All the west coast cities have affordability issues. Couple that with a high proportion of tech jobs allowing remote working (one company even incentivized its employees with a 10% pay reduction but they could move anywhere). The primary driver in cost of living is housing and that is a result of demand exceeding supply. That tells me they’re still highly attractive places to live but people on the margins will feel pushed out or the cost not worth benefits.

Honestly, the ATF should be dissolved and then those agents hired for the DEA. Then you would have enough agents to regulate whatever drugs you wanted.
It is kind of sad that homelessness is being this politicized. Obviously, throwing money at it doesn't solve the problem. Neither does ignoring. Not sure either party has done an ounce of good here (at the federal level).
That is a big part of why they just approved (last week) a plan to build more housing for the homeless.
I see people that are quite obviously homeless sitting on chairs outside retail plazas in the suburbs now, they are there almost everyday. They aren't really bothering anyone or panhandling (though there are always people panhandling at the freeway exit where cars line up at a light). Its quite obviously a problem of capitalism, and the only real approaches our capitalist society has is either trying to sweep it under the rug or letting it be in the open as long as they aren't bothering anyone. But the visibility quite obviously bothers conservatives and many liberals (and its easy to demagogue the problem as 'crime'), so the former approach nearly always wins (police busting up camps and dispersing them & homelessness being defacto criminalized). Lots of urban areas have introduced hostile architecture so people cant sleep on benches, and public restrooms are deliberately scarce or non-existent too, which means people end up going in the streets.
Until it’s all legalized and made affordable there will continue to be drug arrests and governments will do whatever it can to force people to get with their program or go to jail. Same thing only different.
What is a "libbie city?" What evidence do you have that "people are moving out of liberal run cities"? Is this happening more than in non-libbie cities (again, whatever that means)? What evidence do you have that libbie cities promote crime and homelessness? Is that a libbie thing, or is that an urban thing?

Why are they leaving? Is it to avoid the libbie oppression? And is crime/homelessness a libbie or urban thing?
I have no idea what the solution to drugs is. People use abuse and die with them legal or illegal. Short of setting up a police state there may not be a solution to protect a free society from making bad decisions.
