Constantly apologizing just reduces the actual meaningfulness behind it. No one believes you. If you say something and mean it, you have nothing to apologize for.

As someone who works with the Dutch regularly (in the Caribbean, but still), the US perception of the Dutch is unreasonably positive. Not my favorite people.
Color me in as fascinated. I visited Holland about 15 years ago. I found the people to be very nice, interesting and educated. But I didn’t attempt to strike a biz deal with any of them so….
I’ve always enjoyed their frankness, though it took getting used to. Germans are similar. Much prefer them over the Brits. But these are generalizations with many exceptions.
