Approximately 30,000 fled the country, a little over 200,000 were charged with draft evasion and of those charged with violating the law less the 9,000 were actually convicted.
As a point of information the 300,000 National Guardsman sent to Iraq were deployed over an 8-year plus period from January 2003 (although the war didn't actually begin until April) through 2011. Your apparent attempt at trying to draw analogy between Putin's "partial mobilization" and the deployment of the National Guard to Iraq completely fails . All of the National Guardsmen volunteered for service in the Guard knowing that they could be deployed and they were all well trained prior to deployment.
