I think mdgator05 did a thorough job of explaining how that came about. In case you missed the many posts giving you the info, I will do so again. The Republicans reduced the IRS workforce and demanded an increased effort at auditing those that receive EITC. I'm going to copy that sentence in anticipation of future need.

Yes, you aren't supposed to form political tax-free organizations. So they looked for explicitly political words in the titles. And while most of this stuff is gaming the system (explicitly political organizations pretending that they aren't), it turns out that Republicans more often put political words into the title. It was a group, and the policy came from the head of the group, Lerner.
There is no indication that either of those locations were related to the initial targeting decisions, which is all that is in question.
