Years ago a bunch of us were going to volunteer at a boys and girls club. The lady in charge interviewed us all independently and then told us to come back next week to start. As we are headed out, one of the guys told us that the lady pulled him aside and asked him not to bring back his roommate. So of course we ask the roommate how his interview went: She asked me what I would do if someone hacked me while we were playing a game. I told her I would smack the kid up side the head and say "what's your problem you dumb kid". The VA must submit a plan to Congress for the modernization of the information technology systems of the VBA. (Sec. 702) This section authorizes the VA to carry out various medical facility leases at specified amounts in FY2023 (e.g., an outpatient clinic in Allentown, Pennsylvania). (Sec. 703) This section prohibits funds from being appropriated, obligated, or expended for any major VA medical facility lease unless the congressional veterans affairs committees each adopt a resolution approving the lease. Additionally, this section (1) modifies the requirements for the prospectus that must be submitted regarding a request for funding a major medical facility lease, and (2) authorizes the VA to carry out interim leasing actions as it considers necessary for approved major medical facility leases and replacement leases that do not require approval. (Sec. 704) The VA may enter into a lease with an academic affiliate or other specified entity to acquire space for the purpose of providing health care resources to veterans. (Sec. 705) This section modifies the enhanced-use lease authority of the VA, including by permanently authorizing such authority and extending the maximum term of such leases from 75 to 99 years. That all has to do with the VA at least, seems entirely appropriate to me. ¯\_(ツ)_/¯ When I see people complaining about bills that aren’t “clean” I usually assume it has random pork projects or earmarks, or maybe not an “earmark” but filling a political agenda. For example let’s (hypothetically) say it included the VA buying a bunch of electric vehicles, that would introducing a D political angle to the bill. Improving facilities and IT systems on the other hand pretty directly impacts health care delivery, and there is nothing partisan agenda driven about that. You can’t have health care delivery without facilities and systems in place!
