Depends on the laws of the area. If he was legally licensed to concealed carry and there wasn't anything specifically posted then he was well within his rights.
I think it's a very forward thinking question. To improve our society in the USA, we could begin by eliminating gun violence. JJ's solution is indeed remotely realistic, but perhaps only for a futuristic and much more advanced society.
It’s a realistic question that’s answered in every other country that has strict gun laws…..none. Further your question is to suggest we legislate morality and we can see the answer to that question by looking at our laws against drugs, prostitution, and even auto violations…..you can’t.

Clearly its because Hawaii leads the nation in Good Samaritans per capita. It has nothing to do with their low gun ownership rates
If you want to try and fix the problem, we have to first be honest and determine what caused the problem. Something has changed in the past 10-15-20 years. The only way to fix a problem is to first determine what caused it. I don't think there is any one thing that can be blamed but take a minute and look at what has changed. What has become more acceptable behavior? What have we done different in schools and in teaching? How has our political leaders changed? I think there is plenty of things that have changed that have helped lead to more of these mass shootings, but we will not address them. We will not address them because if we do, we may not be aligned with our teams. This not just a D or R problem and until both sides are willing to point out what has changed, we will have these increased incidents.
Interesting chart. As a counter-point, South Dakota is doing something right relative to Hawaii. Could be that people are really far apart. The long walk to find another human to shoot can change your mind.
