It's probably worth it for Russia if they get to keep much of eastern Ukraine and southern coast. The price needs to be higher, much higher, to deter the Russians.
They're probably commercial grade chips, you can buy them off the shelf and it'd be impossible to prevent them from getting them in quantity. Chips used on the battlefield are typically pretty old stuff, as the newer chips with very small gate sizes are much more susceptible to radiation. That's part of the reason why we have far faster chips in our iPhones than in our $100+ million warplanes.

I don't know if I would say that the Russians are "thriving". Their oil company executives are certainly doing well, but everyone else is hurting. Inflation is killing Russia's ability to buy things, plus the fact that most of the world won't do business with them. Even the countries who are willing to do business with Russia, like China, is not getting any orders from Russia because non-oil companies can't afford anything. Inflation is somewhere around 17%. I think the strength of the ruble is primarily due to Russia forcing oil & gas customers to pay in rubles. Even your article mentioned that Russia's economy is expected to shrink 15% this year, even with the additional oil & gas profits. Depending on how widespread the brain drain winds up being in Russia, that could be their most devastating loss from all this. The future of Putin's Russia is not all that bright.
