The schools are powerless unless they ban together but the problem there is then they will be sued under anti-trust and collusion laws.
For NIL, a company can make an offer to whomever they chose, it won't matter what school they are currently enrolled in. IE if EA sports makes NIL deals all across the landscape, they don't care what school the kid is in. As far as enticing a kid to leave his current school to go to another it still won't matter for a company, they aren't part on the NCAA. They could simply say for this NIL to be good you need to live full time in x city or something sketchy like that.

Teams can take up to 2 days after a player enters the portal to announce their entry. Today would be the last day for announcements of this type for those entering to play in the Fall. Can still enter the portal later this year, but would need to file an appeal to play in the Fall, if not a grad transfer
