I was thinking that didn't they bring charges & arrest the president of Yugoslavia? Name escapes me...sorry (migraine) So figured it's happened before.

Well, let’s game this out: What would happen if another country tried to arrest our President while overseas, whether the charges were real or imagined?

 

Slobodan Milosevic. And if memory serves, his country took custody and turned him over. He wasn’t arrested under the safe passage afforded heads of state for international conferences, nor while he was surrounded by his well armed bodyguards.

 

Again comparing it to the Yugoslavia thing. Yes it'd be a mess. But if there's no penalty why bother with building a case/charging Putin in the first place?
