Initial reports of this work were reported months ago. These are the first results I had seen written about anywhere since then. The drug is being used under the "compassionate use program" in the US. Fairly positive sounding tone from Inovio and their Phase 1 data so far. (note this is only the 8 week mid-point data however. Miles and miles and miles to go with this). This is a DNA based vaccine candidate (not RNA like Moderna - though, not like I can explain what the key differences amount to anyway) and the interesting note bolded way down below is that it is proving to generate an equal balance in antibody and T-cell immune response.
