Being confident about it and actually having data and valid models suggesting it are two very different things. Even NYC's numbers don't reach that far (leaving aside that we can't extrapolate from NY's numbers w/any confidence).
Do not disagree with your statement but they were very confident in what they believed to be the case and that the testing to come will validate their beliefs. They are seeing things that the general public is not I would imagine.

From what I saw it looked as though all of the Huntington Beaches (Orange County) as well as the northern beaches (Ventura County) are open. It was the southern beaches mostly that were closed and still are (Los Angeles and San Diego).
