I found the population data from a website that I don't remember but was able to copy it to an excel spread sheet. I get the death numbers here and just copy them over to the spread sheet. I do the ranking using the sort function.

Correct. Not even if tested, he is putting them at risk by travelling. Cars, airports interaction with people they don't know.

I expect there will be a second round of disaster relief for small business and have heard there are already discussions/negotiations as to when and how much.

Did you ever talk to a lender? I've had several discussions and am getting conflicting "direction" as to the time period to use for the determination of "Average Monthly Payroll" which is the basis for the loan. I've received (1) the law, (2) the loan application instructions, (3) either one, just choose. For one company I'm helping, using instructions (2019) instead of the law (trailing 1 year) reduced the loan amount by $30+K. Of course, their forgiveness % increased and forgiveness $$s are about the same.

    The law states:
``(E) Maximum loan amount.--During the covered period, with

respect to a covered loan, the maximum loan amount shall be the

    lesser of--

    ``(i)(I) the sum of--

``(aa) the product obtained by multiplying--

``(AA) the average total monthly payments by

the applicant for payroll costs incurred during the

1-year period before the date on which the loan is

made, except that, in the case of an applicant that

is seasonal employer, as determined by the

Administrator, the average total monthly payments

for payroll shall be for the 12-week period

beginning February 15, 2019, or at the election of

the eligible recipient, March 1, 2019, and ending

    June 30, 2019; by

    ``(BB) 2.5; and

Instructions with the loan application state -
    Instructions for completing this form:
For purposes of calculating “Average Monthly Payroll”, most Applicants will use the average monthly payroll for 2019, excluding costs over $100,000 on an annualized basis for each employee. For seasonal businesses, the Applicant may elect to instead use average monthly payroll for the time period between February 15, 2019 and June 30, 2019, excluding costs over $100,000 on an annualized basis for each employee.
For new businesses, average monthly payroll may be calculated using the time period from January 1, 2020 to February 29, 2020, excluding costs over $100,000 on an annualized basis for each employee.

Did he really though? The press conference and subsequent order were very vague. It seems for now it's a "request" for people to stay home and leaves individual business closing in a grey area. The list of critical or essential businesses is enormous (DeSantis told people to refer to the Homeland Security guide). I look forward to more clarification. There is also the problem of lack of enforcement. Things in my neck of the woods (Jax) are pretty business as usual.

my question is just how do you enforce a order like this with limited police, sheriff, highway patrol capability?

Then it will turn into a tragedy of the commons type thing and everyone will get sick because someone would bring covid-19 there.

Well Michigan just went up to 1700 cases and 78 deaths.

Louisiana held roughly steady in cases and had a drop in deaths though.

You can't really. To truly enforce it you'd probably need help from the National Guard (which would freak people the hell out). All you can do is threaten. I do know in Jax they have a hotline you can call if a business isn't complying. No clue how long it takes for city officials to get out there though.

I've seen people on facebook threads noting they have been reporting people who aren't staying home in areas already shutdown.
