I was an information provider for 35 years and, in my experience, the experts don't make the decision. They will recommend and provide supporting evidence but as I was told frequently, "we have a number of other factors to consider". The decision makers in this case are the president and maybe the governnors. Hopefully, Trump will give those experts trying to keep the most Americans alive as possible their due.
