Austan Goolsbee had a great point on CNN. You can have 1 out of 3 solution or a 3 out of 3 solution, but not a 2/3 solution with just 1 and 2:

1. Re-starting the economy.
2. Stopping the exponential growth of the disease.
3. Universal Testing.

If you want to re-start the economy quickly, you have to universally test or be willing to kill a bunch of people.
