They happen organically with like minded people. Expanding that to nation size seems a dubious task to occur organically, but who knows. I can imagine a country heavy with tribal villages that tend to naturally organize towards Marxists beliefs fitting that model. I can't imagine a modern western society with well established profit motives moving in that direction peacefully.
